Quebec Introduces Policy Changes and Launches New Immigration Pilots

Quebec unveiled multiple policy changes through immigration regulations. These changes came into effect on November 25, 2023.

The policy changes will influence several Quebec immigration pathways. The most significant highlight of these changes involves mandatory Level 7 of spoken French language proficiency for all Quebec economic immigration streams.

Candidates applying for the Quebec Experience Program (QEP) should demonstrate level 5 written French language proficiency and post-secondary study in French medium. Quebec is replacing the Quebec Regular Skilled Worker Program with the Qualified Skilled Worker Selection Program from November 29, 2023.

Changes to business immigration streams will come into effect from January 2024. These alterations will include mandatory French language proficiency for the immigration programs for entrepreneurs, investors, and self-employed.  

Quebec is reopening its long-term economic immigration pilot programs beginning November 23, 2023. These include:

  • Permanent Immigration Pilot (Workers in the Food Processing sector- Cap of 600 applications
  • Permanent Immigration Pilot (Orderlies)- Cap of 600 applications
  • Permanent Immigration Pilot (Workers in AI, IT, and VFX)- Cap of 700 applications

Quebec plans to operate these programs until January 2026.  

The Canada-Quebec Accord grants the maximum control to Quebec on its immigration programs among all Canadian provinces. Quebec aims to welcome over 49,500 new immigrants in 2023.
