Canada to Adopt a Targeted Approach to Invite Candidates through Express Entry

The Express Entry System will implement critical changes in 2023, incorporating a more focused approach. 

Immigration, Refugees and Citizenship Canada is considering improvements to the structure of the Express Entry system that serves as the prime driver of skilled immigration by managing applications under the Federal Skilled Worker Program (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP).

The new changes will help Canada address the labor shortages with better control over the selection of candidates for invitation to apply for permanent residence.

Forthcoming changes in the Express Entry system

The latest Bill C-19 proposes a targeted approach to short-listing candidates by focusing on their occupation and other criteria to serve Canada’s interests in meeting economic growth objectives and labor shortages.  

Hon Minister for Immigration Sean Fraser remarked that the present Express Entry system structure is inadequate to welcome foreign-skilled workers that match Canada’s in-demand qualifications and skills.  

Immigration, Refugees and Citizenship Canada is consulting with a broad spectrum of stakeholders to know the new Express Entry categories that will address Canada’s labor market and growth needs. The present structure of Express Entry continues to be in force for regular Express Entry draws.

The method to rank candidates for sending out Invitations to Apply (ITAs) through their CRS scores is about to change the new format of Express Entry. The new system will enhance the focus on addressing the weaknesses and needs of the labor market. It will improve the retention of candidates in specific communities.
