Canada Begins Extending Open Work Permit Facility to High-wage Foreign Workers’ Families

Immigration, Refugees and Citizenship Canada (IRCC) is extending the open work permit facility to foreign workers in the High-wage stream under the Temporary Foreign Worker Program

The move will address severe labor shortages besides helping foreign workers improve their emotional well-being by reuniting them with families. Canada made the announcement to introduce the temporary measure on December 2, 2022. The 2-year temporary measure will help over 200,000 Temporary Foreign Workers in the high-wage streams of trades, hospitality, and healthcare bring their families on Open Work Permits to Canada.

Phase-wise roll-out

Implementation of the 2-year temporary measure to grant open work permits to family members of Temporary Foreign Workers will be in three phases.

  • Phase 1 – Beginning January 30, 2023, the program allows family members of temporary foreign workers in Canada who belong to the high-wage stream of the International Mobility Program or Temporary Foreign Worker program to apply for Open Work Permit
  • Phase 2 – The program will expand to spouses and working-age children of Foreign Workers from the Temporary Foreign Worker program’s low-wage streams, following consultations with the stakeholders.
  • Phase 3 – Consultations with stakeholders and agriculture partners to establish the feasibility of allowing Open Work Permit facilities to families of Agri workers. 

The temporary measure will be effective for two years. It will boost the integration of foreign workers into the communities, besides helping Canada meet labor shortages.
